What is the difference between the Tornado Watch and Tornado Warnings issued by the National Weather Service? A watch means be prepared, conditions are favorable for severe weather and a tornado is possible. A Tornado Warning issued by the National Weather Service Cleveland means take action. NWS weather radar indicates rotation or a possible tornado, and or, a funnel cloud or tornado has been observed. Move to an interior room on the lowest floor.
